A Comprehensive Plan is a long-range planning and policy guide that helps inform future decisions regarding land use, growth, infrastructure, development, transportation, parks, and community priorities. The draft plan is intended to serve as a vision and framework for future planning efforts.
This draft does not change zoning, development rights, property entitlements, or any existing regulations. Any future zoning changes or development proposals would be considered separately through the City's established public review and approval processes.
This draft reflects input gathered through the community engagement process to date, including public meetings, stakeholder discussions, surveys, and other feedback opportunities. The document remains under review and is subject to additional public input and revisions.
Before any action is taken, the draft Comprehensive Plan will be reviewed by the Planning & Zoning Commission, which will make a recommendation to the City Council. The City Council is the governing body responsible for considering and adopting the Comprehensive Plan following public hearings and deliberation.
Additional opportunities for community participation, including future town halls, public meetings, and public hearings, may be scheduled as the review process continues. No final action has been taken on the document, and adoption will occur only after completion of the public review process and formal consideration by the City Council.
Residents, property owners, businesses, and stakeholders are encouraged to review the draft and participate in the ongoing public engagement process.

The document below is the draft Parks & Trails Master Plan for public review and comment.
This draft reflects input gathered through the community engagement process to date, including public meetings, stakeholder discussions, surveys, and other feedback opportunities. The document remains under review and is subject to additional public input and revisions.
This draft does not authorize the construction of new parks or trails, acquire property, or commit funding for specific projects. Future park improvements, trail projects, land acquisition, and capital investments will be considered separately through the City’s budgeting and capital improvement planning processes.
Before any action is taken, the draft Parks & Trails Master Plan will be reviewed by the Parks Board, which will make a recommendation to the City Council. The City Council is responsible for considering and adopting the plan following public meetings and deliberation.
Additional opportunities for community participation may be scheduled as the review process continues. No final action has been taken on the document, and adoption will occur only after completion of the public review process and formal consideration by the City Council.
